TS Rafael dumps heavy rain in eastern Caribbean
CHARLOTTE AMALIE, U.S. Virgin Islands (AP) ? Tropical Storm Rafael is lashing the eastern Caribbean with heavy rains that are expected to unleash floods in the region.
The storm is about 165 miles (265 kilometers) south-southeast of St. Croix in the U.S. Virgin Islands. It has top sustained winds of 40 mph (65 kph) and is moving northwest 9 mph (15 kph).
The U.S. National Hurricane Center says the storm will gain some strength and will pass near or over the Virgin Islands late Saturday.
A tropical storm warning is in effect for the U.S. Virgin Islands, the British Virgin Islands, Anguilla, Barbuda, St. Kitts, Nevis, Antigua, Montserrat, St. Maartin, Guadeloupe and Martinique.
Puerto Rico is under a tropical storm watch.
Meanwhile, tropical depression Patty was about 280 miles (445 kilometers) east-northeast of the central Bahamas.

These are bigger farms, although family run, and often hire help to handle the diversity of jobs it takes to make them successful. They are the backbone of this county.

There are persimmon groves, vineyards, chestnuts, blueberry growers, vegetable farms, as well as livestock on a smaller scale. There is the small ruminant (that?s lamb or goat) ranches, pig farms, poultry raising and egg production.?You can go to those farms and ranches to select the animal you want. Lots of folks want to wake to the crow of a rooster or have a goat to clean the brush.

French president lands in Congo after Senegal stop
KINSHASA, Congo (AP) ? France's president has landed in the Congolese capital as part of Francois Hollande's first trip to the African continent since taking office earlier this year.
Hollande arrived Saturday and will be taking part in the Francophonie summit and is also expected to meet with President Joseph Kabila as well as with the opposition leader Etienne Tshisekedi.
Hollande said earlier this week that "the situation (in Congo) is absolutely unacceptable in terms of human rights, democracy and the respect of the opposition", provoking Kinshasa's outrage.
The spokesperson for the Congolese government, Lambert Mende, says that it is for the Congolese people to accept or reject the situation in their own country and not for France to give lessons.
Hollande's visit to Congo comes after a first stop in Senegal, where he was applauded for his tone and message.

Japan government cuts economic view for three months in a row
TOKYO (Reuters) - Japan's government downgraded its view of the economy for the third straight month in October as worries about Europe's debt crisis and China's slowdown intensified, adding pressure on the central bank to offer further stimulus to support growth.
It was the longest streak of downgrades since five straight months of cuts made just after the collapse of Lehman Brothers in 2008, underscoring Tokyo's growing alarm that the prolonged overseas slowdown may again nudge Japan into recession.
Economics Minister Seiji Maehara said that while it was too early to judge whether Japan may slip into recession, the economy's trend was weak as weak global demand hurt exports.
"A further slowdown in global growth and volatility in financial markets may hurt Japan's economy, which are risks we must be vigilant to," Maehara told a news conference on Friday.
The downgrade in assessment followed the Bank of Japan's warning last week that economic activity was leveling off and may not recover until well into next year.
"The economic recovery has had a weak tone recently due to a slowdown in the global economy, although some steadiness is still seen," the government said in its latest monthly report released on Friday.
Slackening overseas demand and weak exports also prompted the government to lower its assessment on factory output and corporate sentiment.
PRESSURE ON BOJ
Japan's economy has so far outperformed most of its peers in the Group of Seven helped by spending on reconstruction from last year's earthquake and tsunami. But weak external demand and a strong yen have led analysts to project growth will likely stall for the rest of this year.
The International Monetary Fund also trimmed its growth forecasts for Japan, as factory output fell to a 15-month low in August on sagging sales to top export market China and business sentiment worsened in the three months to September.
Adding to headaches for policymakers is the impact of a territorial dispute with China, which has sparked anti-Japan protests in China and calls for boycotts of Japanese goods.
"Trouble stemming from the (territorial dispute) is affecting businesses including the auto sector, which would also impact other related industries such as materials and iron and steel," said Minoru Masujima, director of macroeconomic analysis at the Cabinet Office, which is charged with compiling the monthly report.
The government's bleak assessment adds pressure on the Bank of Japan for action ahead of its rate review on October 30.
At the meeting, the central bank is set to cut its long-term growth forecasts and admit that it will take several more years for Japan to achieve its 1 percent inflation target, and bring to an end a long-running deflationary era.
The economics minister, a vocal advocate of more aggressive monetary easing, kept up calls for further BOJ action, saying that the central bank has a responsibility to achieve its price target at an early date.
"We will continue to call for powerful monetary easing by the BOJ," Maehara said.

Catalysis: Putting cyanide to work
ScienceDaily (Oct. 10, 2012) ? Industrial-scale chemistry could benefit from a robust new catalyst that selectively generates amino acid precursors from cyanide at room temperature.
Cyanide exposure can be lethal, but with careful handling, the molecule can be a very useful chemical building block. For example, from cyanide chemists can make life-essential amino acids that are in great demand as food additives and components in pharmaceutical production. The key step in this process is called the asymmetric Strecker reaction. Until now, this reaction has needed complex and costly catalysts, restricting its use to small-scale laboratory research. A new Strecker catalyst more amenable to scale-up is now available, thanks to Abdul Seayad, Balamurugan Ramalingam and their co-workers at the A*STAR Institute of Chemical and Engineering Sciences in Singapore1. The catalyst also offers a safer way to handle the cyanide.
Seayad and Ramalingam made their Strecker catalyst from an inexpensive material based on titanium. It is called the self-supported chiral titanium cluster (SCTC). When warmed in the presence of water, the SCTC precursor assembles into robust solid clusters (see image). The key to its performance in the Strecker reaction is that the surface of each cluster is covered in tiny asymmetric "chiral pockets," says Seayad. The reactions take place in these pockets, generating molecules that are a trivial chemical step away from amino acids.
Amino acids are chiral: they can exist in either of two mirror-image forms called enantiomers. For many applications -- such as pharmaceutical production -- chemists need a pure supply of only one enantiomer. Seayad and Ramalingam found that SCTC's chiral pockets very selectively produce one enantiomer over the other, with a purity -- or 'enantiomeric excess' -- of up to 99%. Unlike previous catalysts, which required temperatures as low as -30 ?C to operate effectively, the researchers achieved this selectivity at room temperature.
Stability is a further advantage of SCTC. The catalyst is impervious to air or moisture, and remains stable to 300 ?C, making it well suited to use in a continuous flow reactor. The researchers could pack the catalyst into a cartridge and pump through the cyanide and other starting materials, generating amino acids in a steady stream. Safety is another key advantage, says Ramalingam. "Since only a limited amount of cyanide is present at the reaction zone at any point in time, any unforeseen situation can be easily handled," he explains.
So far, the researchers have used an expensive reagent called TMSCN as their cyanide source. They are currently researching ways to generate SCTC in situ from inexpensive salts. "We will also evaluate the feasibility of up-scaling the reaction under flow conditions," Seayad says.

Analysis: Greek reform pledge on trial as state sales resume
ATHENS (Reuters) - As Greece's privatization program resumes this month, nearly half a year behind schedule, at stake is not just the billions of euros it needs to raise, but the credibility of its commitment to reforms demanded by its creditors.
Greek politicians are under intense pressure at home to resist foreign calls to sell state assets on the cheap and raise fast cash to pay down government debt.
More challenging still will be efforts to use privatization as a tool to uproot corrupt business practices and restore foreign investors' confidence in Greece.
The 15-month-old Hellenic Republic Asset Development Fund aims to transform dozens of state businesses to increase value before leasing or selling them through a series of tenders.
The first major sales - gambling company OPAP, state gas business DEPA and several prime real estate projects - could be completed as early as the first quarter of 2013, putting the fund back on track after wildly missing a 3 billion euro target this year. It now expects to generate just 300 million in 2012.
Many hope privatization proceeds will help break the cycle of austerity and recession in Greece, where economic output has declined by almost a quarter since 2008 and unemployment is nearing 25 percent.
Greece, the most indebted euro zone nation relative to GDP, has repeatedly missed targets set under its EU/IMF bailouts and risks being forced out of the single currency.
If successfully executed, economists say the privatizations could add an annual 3.5 percent to GDP from 2013, enough to return Greece to growth, and create 150,000 long-term jobs.
A leading fund official said the delays had been largely down to the need to get companies in a state to sell.
"As the interest for Greece is waning, you can't proceed with tenders where the assets are not 100 percent clean and attractive," the official said on condition of anonymity.
"We're having a deep dive in all the companies to single out all the major issues the companies have, to deliver them to the market," he said.
WOOING FOREIGN INVESTMENT
To create greater transparency and attract foreign investors, the fund was set up in July 2011 as an independent agency, with English as its official language.
Its core task is raising 19 billion euros by 2015, but more important will be how Greece is perceived by international markets to be meeting criteria for its 173 billion euro bailout.
"It is absolutely critical we send a signal of change," the top official said.
The privatization fund got off to a rocky start, with repeat general elections in May and June having stalled activity by more than five months. Its first head, Costas Mitropoulos, quit less than a year into the job, citing a lack of political will.
"The newly elected government has not given ... the necessary level of support," he wrote in a July resignation letter. "On the contrary, in an indirect but systematic manner, the government has acted to undermine the authority and credibility of the fund."
A high-level Greek official speaking on condition of anonymity said the current privatization target, down from an initial 50 billion euros, is still unrealistic because "the credibility of Greece is at a low".
Investors are more interested in high-yield government bonds than sinking money into 30-year infrastructure projects with uncertain outcomes, the official said, citing conversations with major U.S. fund managers.
WINDS OF CHANGE
Still, there are signs business practices are changing for the better in a country one official jokingly called "the last Soviet-style economy in Europe". One good example came early this year.
Russian oil executive and former energy minister Igor Yusufov strolled into the fund's Athens office "with a buxom blonde woman on one arm and a gold watch on the other. He offered 250 million euros in cash (to buy the entire Greek gas network)", said a person who was in the room.
In pre-crisis Greece, a deal might have followed, enriching powerful individuals but robbing the Greek people of the true value of the state assets.
Instead, Yusufov's investment vehicle, Fund Energy, was dropped from the tender process for DEPA, the public gas corporation 14 companies are now bidding for, which is expected to fetch more than four times that amount.
Fund Energy did not confirm the details of its prior involvement. It complained at the time that its exclusion from the tender process was "unlawful", but said this week it was still interested in Greek energy assets.
The privatization program requires a raft of bureaucratic reforms. At least 77 technical regulations, government decrees and ministerial guidelines must pass through Greece's notoriously slow legislature, including the creation of new market regulators.
In September, the first small deal was reached when the fund said it would raise at least 81 million euros from the long-term lease of a shopping mall that once housed the broadcast center for the Athens 2004 Olympics.
Next month, the sale of the highly profitable State Lotteries operator is expected, followed by the state's remaining 33 percent in football betting monopoly OPAP and a controlling stake in DEPA.
Other businesses and properties slated for privatization are regional ports, airports and a multi-billion-euro, top seaside property at the site of the former Athens airport of Hellenikon.
"The finance minister and the prime minister are very keen to show the Europeans things are moving ahead, and a key priority is to show privatization is being accomplished," said Wolfango Piccoli of Eurasia, the political risk consultancy.
"It's a huge priority for the government. Not just revenue, but most important is to send a signal."

Nobel for quantum "parlor trick" that could make super computers

STOCKHOLM (Reuters) - A French and an American scientist won the Nobel Prize in physics on Tuesday for finding ways to measure quantum particles without destroying them, which could make it possible to build a new kind of computer far more powerful than any seen before.
Serge Haroche of France and American David Wineland, both 68, found ways to manipulate the very smallest particles of matter and light to observe strange behavior that previously could only be imagined in equations and thought experiments.
Wineland once described his own work as a "parlor trick" that performed the seemingly magical feat of putting an object in two places at once. Other scientists praised the achievements as bringing to life the wildest dreams of science fiction.
"The Nobel laureates have opened the door to a new era of experimentation with quantum physics by demonstrating the direct observation of individual quantum particles without destroying them," said the Royal Swedish Academy of Sciences, which awarded them the 8 million crown ($1.2 million) prize.
"Perhaps the quantum computer will change our everyday lives in this century in the same radical way as the classical computer did in the last century."
Haroche said he was walking in the street with his wife when he recognized the Swedish country code on the incoming call to inform him of the award.
"I saw the area code 46, then I sat down," he told reporters in Sweden by telephone. "First I called my children, then I called my closest colleagues, without whom I would never have won this prize," he said. Asked how he would celebrate, he said: "I will have champagne, of course."
He told Reuters he hoped the prize would give him a platform "that will allow me to communicate ideas, not just in this field of research but for research in general, fundamental research".
Wineland was asleep at home in Boulder, Colorado, when the phone call from Stockholm arrived before dawn on Tuesday morning, he said at a press conference. (His wife answered.)
Physics is the second of this year's crop of awards; scientists from Britain and Japan shared the first prize on Monday, in medicine, for adult stem cell research. The prizes, which reward achievements in science, literature and peace, were first awarded in 1901 in accordance with the will of Swedish dynamite millionaire Alfred Nobel.
"This year's Nobel Prize recognizes some of the most incredible experimental tests of the weirder aspects of quantum mechanics," said Jim Al-Khalili, professor of physics at the University of Surrey in Britain.
"Until the last decade or two, some of these results were nothing more than ideas in science fiction or, at best, the wilder imaginations of quantum physicists. Wineland and Haroche and their teams have shown just how strange the quantum world really is and opened up the potential for new technologies undreamt of not so long ago."
INGENIOUS METHODS
Quantum physics studies the behavior of the fundamental building blocks of the universe at a scale smaller than atoms, when tiny particles act in strange ways that can only be described with advanced mathematics.
Researchers have long dreamt of building "quantum computers" that would operate using that mathematics - able to conduct far more complicated calculations and hold vastly more data than classical computers. But they could only be built if the behavior of individual particles could be observed.
"Single particles are not easily isolated from their surrounding environment, and they lose their mysterious quantum properties as soon as they interact with the outside world," the Nobel committee explained.
"Through their ingenious laboratory methods Haroche and Wineland, together with their research groups, have managed to measure and control very fragile quantum states, which were previously thought inaccessible for direct observation. The new methods allow them to examine, control and count the particles."
Both scientists work in the field of quantum optics, studying the fundamental interactions between light and matter. The Nobel committee said they used opposite approaches to the same problem: Wineland uses light particles - or photons - to measure and control particles of matter - electrons - while Haroche uses electrons to control and measure photons.
In one of the strange properties of quantum mechanics, tiny particles act as if they are simultaneously in two locations, based on the likelihood that they would be found at either, known as a "superposition."
It was long thought that it would be impossible to demonstrate this in a lab. But Wineland's "parlor trick" was to hit an atom with laser light, which according to quantum theory had a 50 percent chance of moving it, and observe the atom at two different locations, 80 billionths of a meter apart.
In a normal computer, a switch must either be on or off. A quantum computer would work with switches that, like the particles in Wineland's experiment, behaved as if they were in more than one position at the same time.
An example is a computer trying to work out the shortest route around town for a travelling salesman. A traditional computer might try every possible route and then choose the shortest. A quantum computer could do the calculation in one step, as if the salesman travelled each route simultaneously.
Wineland is a dedicated experimentalist, not bothered by the bizarre philosophical implications of quantum mechanics, such as the notion that reality does not exist until an observer measures it. "You can find debate on this, but I'm not sure we're so special in the universe" as to have the power to bring reality into being, he told Reuters.
His realism extends to applications of his work. "I wouldn't recommend anybody buy stock in a quantum computing company," Wineland told reporters, but he said he was optimistic that it might be possible to build one eventually.
He plans to be part of the quest. Asked if his science career was nearing an end, he said he had no plans to retire "until they drag me out of here for being too old".
